New Bill Sought to Prop Up Certified Plumbers of Pennsylvania

(EMAILWIRE.COM, May 12, 2013 ) England, UK -- Plumbers in Butler County spent years taking classes to receive their professional licenses, and yet Ohio may still not recognize their licenses. Such is the case for Bill Kennihan and his Butler County business, along with 2,000 other plumbers, ranging from the master or journeyman level, that the county Health Department certifies.

Kennihand say sin his case, he has three plumbers that have compete with untrained, unlicensed guys in the back of a pickup truck calling themselves plumbers in the county of Butler, as it has no certification program. That is a real pain, he says regarding the issue, adding It would be great to have statewide standards and certification like in Ohio.

A new bill in the state senate seeks to rectify the problem, and the Plumbing Contractors Licensure Act will create a state board that will establish standards and rules that will allow those with certification to have something to signify themselves from unlicensed individuals.

The system would apply across the state with the exceptions of the Allegheny County and Philadelphia areas, which each has its own licensing program already in place.

State Senator Tim Solobay is a supporter of the bill, and stated that the new measures will make way for professional and trustworthy services. The move will also ascribe a sense of accountability for those who are paying for services, as they can now know whether or not an individual has been certified or if they are taking a chance on a hobbyist.

It's a consumer-protection kind of thing, Solobay said. It was first brought to us by some of the plumbing unions. Say a guy gets laid off and has a couple pipe wrenches in his pocket and thinks he can go out and advertise himself as a plumber. That could be a scam.

Senate Bill 441, sponsored by Senator Erickson of Drexel Hill, recently passed the Consumer Protection and Professional Licensure Committee nearly unanimously last month.

It might keep unreputable people out and elevate the profession, said Diane Moran, who owns Moran Plumbing in Peters with her husband, Keith Moran, a master plumber.

Sometimes you get general contractors who think they can do anything, she said. When they're done, a professional has to come in and finish the job.
